Sir: I have to acknowledge the receipt of Mr. Rockhill’s No. 1154, of May 19, 1909, informing the department of the course of the negotiations at Peking between Russia and China in regard to the municipal administration of Harbin, and inclosing the text of the new agreement concluded and of the notes exchanged between the Chinese foreign office and the Russian legation.

The department has read with great interest the very complete account of the negotiations and approves the attitude assumed by the legation in the matter.
