Sir: I have to acknowledge the receipt of your No. 1198 of the 3d ultimo, regarding the municipal administration of places along the line of the Chinese Eastern Railway, and inclosing a copy of the note addressed to the Wai-wu Pu by you on June 23, 1909.

The department has read your dispatch with interest and approves your note to the Wai-wu Pu and the verbal statement which you report having made to the Russian minister as to the objections of this Government to the new agreement.
