Sir: I inclose herewith¹ for the information of the legation, a copy of an instruction sent to the embassy in St. Petersburg, with which were inclosed copies of the notes exchanged between the Wai-wu Pu and the Russian minister in Peking, and a copy of your note to the Foreign Office, all relative to the preliminary agreement signed at Peking on April 27–May 10, 1909, providing for the municipal administration of Harbin.
