Sir: In connection with your recent dispatches regarding the enforced detention of Mrs. Toprahanian and family at Alexandretta, and especially with your No. 196 of the 24th ultimo, which is hereby acknowledged, I inclose for your information copies of correspondence2 had with the Turkish minister at this capital on the subject.

The order for the deportation of Mrs. Toprahanian and her children at Alexandretta was uncalled for and harsh. She was on her way to [Page 772] the United States when detained and the Turkish Government should have been content with withdrawing the order of detention.

You are instructed to communicate to the Turkish minister for foreign affairs the view of this Government regarding the matter.
