Sir: I transmit to you herewith, for your information, a copy of Mr. Bayard’s note of the 23d instant, to Sir Lionel West, concerning the reported action of the customs officers at Sheep Creek, in the Straits of Ganso, in threatening the American fishing schooner A. R. Crittenden with seizure if she took in water. Also a copy of Sir Lionel West’s reply to said note.
