Mr. Bayard to Señor Flores.

Sir: Referring to the interview sought by you to-day with respect to the case of the United States citizen Julio Romano Santos, now imprisoned in Ecuador, I have the honor to invite you to visit the Department to-morrow morning at whatever early hour may suit your convenience after ten o’clock, here to inspect the instruction and accompanying documents which have been sent to the United States consul-general at Guayaquil.
Your perusal of these papers will give you the opportunity to telegraph your Government of your concurrence in the decision of this Department and to request the trial or release of Mr. Santos. This being done may avoid the presence of a man-of-war of the United States at Guayaquil, and so enable the prompt disposition of the matter, as befits the good relationship of the two countries.
I write this note in accordance with your wishes as expressed verbally to me to-day.
