Sir: I have the honor to acknowledge receipt this day of Hon. Secretary Bayard’s telegram, addressed to this office, as follows: “We hold Santos’s citizenship frilly established and not debatable, and expect treatment accordingly. Wachusett will soon return Guayaquil bearing full instructions,” and have mailed copy to Hon. Horatio K. Beach, consul-general, now at Quito.
