135. Editorial Note
On November 18, 1964, the United States and the Soviet Union concluded an agreement on desalination research and technology cooperation. The final agreement was signed in Moscow by Hornig and Ambassador Foy Kohler for the United States. The 2-year agreement called for the exchange of technical information, holding of technical symposia and meetings, and reciprocal visits by desalting experts on an unscheduled basis.
