According to a note on the cover sheet this estimate was prepared in the Central Intelligence Agency with the participation of the intelligence organizations of the Departments of State, Defense, the Army, the Navy, and the Air Force and the Joint Staff. The United States Intelligence Board concurred in this estimate on October 27. The estimate was attached to a November 4 memorandum from Bowdler to Rostow that summarized the NIEʼs conclusions.
