725. Department’s 397, July 30, 7 p.m.5 Embassy approves proposed agenda. The former administration of the Government of Panama expressed the desire to hold staff conferences, however the new administration6 has not been consulted which General Brett and I feel should be done before any further action is taken in this regard. Does the Department agree?
