The Chargé in Brazil ( Donnelly ) to the Secretary of State

233. Department’s circular telegram January 19, midnight. Velloso25 told me today that the Brazilian delegation to the conference in Mexico City will make no proposals and that they will adhere to the suggested agenda. Velloso commented: “Our interest in the conference is to contribute to the solidarity of the American nations and to cooperate in every way possible to the successful prosecution of the war.”
He said that the Brazilian delegation will make no specific requests of the American delegation and added that as shipping and other economic problems are now receiving the careful consideration of the two Governments, there will be no need to discuss these matters at the conference.
