The Brazilian Minister for Foreign Affairs (Velloso) to the Secretary of State

185. Telegraphic circular No. 140. I have the honor to inform Your Excellency that, in accordance with the unanimous resolution of the Board of Directors of the Pan American Union, adopted on the proposal of the representative of the Government of the United States of America, at the session of Friday, the 5th instant, the Brazilian Government has decided to postpone to some other date to be opportunely determined the Conference for the Maintenance of Peace [Page 165] and Security of the Continent, which was to have taken place on the coming 20th day of October. In making this communication I am sure that I interpret correctly the feeling of Your Excellency and of all our eminent colleagues when I express the assurance that this postponement will in no way affect the interest of our governments and our peoples in concluding at the earliest possible date the treaty intended to make definitive the provisions of the Act of Chapultepec. Please accept the assurances of my cordial esteem and highest consideration.
