As regards Article 219 and other articles of the proposed Constitution relating to the nationalization of wholesale and retail trades, the President assured me that the Panamanian Government has no intention of discriminating against nationals of the United States and that they desire to grant to nationals of the United States the same rights as nationals of Panama. He remarked that the proposed [Page 1275] articles of the Constitution are not very clear on this point and that he had instructed the Foreign Minister to study the matter at once and to prepare a formula satisfactory to both governments.
