Editorial Note

The Cabinet Committee on Germany met with Roosevelt on September 6, 1944, and discussed the memoranda prepared by the State, War, and Treasury Departments (ante, pp. 95, 98, and 101, respectively). No official minutes of the meeting have been found, but information on the meeting is included in Hull, p. 1609; Stimson and Bundy, pp. 573–574; and Morgenthau material printed in Blum, pp. 362–363, and Morgenthau Diary (Germany), vol.
