166. I am informed by British Legation that conversations have, reached advanced stage in Washington concerning the proposed; American-Iranian financial agreement, British Legation has received resume of alleged terms and take the stand that the American agreement should not for obvious reasons offer more favorable conditions than those contained in the Iranian-British accord. I should appreciate receiving a draft of the agreement at as early a date as possible in order that terms may be studied in consultation with British and Millspaugh.
