The Iranian Legation to the Department of State

The Minister of Iran in Washington is in receipt of the following communication from his Government:

We understand that the number of officers authorized by the United States War Department to serve in the Military Mission is not to exceed eleven, although at least thirty officers, not including civilian experts, are necessary for the Iranian Army. It is considered that with a smaller number it will not be possible to fulfil the program which our Ministry of War has planned.

The Iranian Government desires and expects that further consideration be given to this matter by the United States Government and that the appointment of a minimum number of thirty officers of various branches of the service to the Military Mission at Teheran be authorized.
