1058. My 1020, October 25. It would be appreciated if Department would endeavor expedite action on this matter. I think the conclusion of troop agreement is important not only to our relations with Iranian Government but also with Soviets and British. Representatives of latter two Governments have shown interest here and in Moscow during the recent conference.67
