The Secretary of State to the Minister in Iran (Dreyfus)

305. Your 642, June 21, 11 a.m.,77 last paragraph. Iranian Minister inquired informally on June 16 and 18 regarding possible adherence of Iran to United Nations Declaration. He was informed that Iran was now fulfilling one requirement for adherence by “rendering material assistance and contributions” but had not fulfilled the other requirement of being “at war”; that the decision regarding adherence was one to be made by Iran; that we could not advise as to the course Iran should take. The Minister was further informed that the requirement for a nation to be at war before it can adhere to the Declaration could not be waived by the United States alone; that the requirement could be changed only by the United Nations as a whole. (See Department’s 57 of January 30.)
