The Secretary of State to the Officer in Charge at New Delhi (Merrell)
443. The following statement, which is self-explanatory, was issued to the press September 8:
“In response to inquiries the Secretary today said that Mr. William Phillips has been asked to proceed to London for a temporary period in connection with special work for the War Department. This [Page 227] temporary work has no connection with Mr. Phillips’ present assignment as the President’s Personal Representative at New Delhi in which capacity he will continue to represent the President.”
