The Ambassador to the Greek Government in Exile (Kirk) to the Secretary of State

This new Greece he then briefly described as characterized by: (1) satisfaction of national aspirations including a defensible frontier, (2) a genuinely democratic political system, (3) a free press, (4) social security, (5) control of capital for the public benefit, (6) industry adapted to needs of the country with workers sharing in profits, (7) agricultural prosperity, (8) modernized towns and villages healthful and comfortable, (9) Church and schools cooperating to stimulate moral virtues and social solidarity, (10) higher education accessible to all qualified.
