In conversation yesterday with the Minister for Foreign Affairs he told me that this [at his?] first conference with Clodius the latter had proposed a new agreement along the lines of the previous one. Numan replied that he was not prepared to discuss a new agreement unless and until prices had first been agreed upon. He said that for the time being Clodius had accepted this point of view. Numan then remarked that he anticipated “great difficulty” in agreeing with Clodius on prices and had little doubt that the negotiations would “drag along” particularly as Mr. and Mrs. Clodius appeared to be enjoying their visit to Ankara.
