The Ambassador in Turkey (Steinhardt) to the Secretary of State

1370. I have learned from a high official of the Turk[ish] Foreign Office that the Turk Ambassador in Rome1 has reported that the Badoglio Government seeks to achieve four objectives.

To take Italy out of the war.
(2)
To save the dynasty.
(3)
To maintain order throughout the country.
(4)
To check the growth of a movement in certain provinces of north-western Italy to become part of France.
