324. My 322, April 25, 7 p.m., next to the last sentence. During the conversations the President had with Herriot this week, the latter expressed the fear that the MacDonald proposal as it now stands [Page 112] would not definitely forbid the construction by Germany of samples of types of artillery and of tanks now prohibited by the peace treaties. MacDonald expressed the view that as his plan did not specifically give Germany this right, Herriot’s fear was groundless. If the question arises in the course of debate, you may associate yourself with the French in opposing the right of Germany to build such sample types. I suggest that you so inform the British representative.
