“16. February 13, 1 a.m. Agreement has been reached between Denikin and Supreme Cossack Council but it is not whole hearted and effective. Terek agrees unreservedly, Don with a ‘perplexed souland’, and Kuban with protest and mental reservations. Conditions in Sevastopol point to repetition of Odessa events at an early date.”
