The Minister in Persia (Caldwell) to the Secretary of State

28. Department’s 17, August 6, 9 a.m., and 20, August 28, 2 p.m., and Legation’s 26, September 2, 4 p.m.4 Persian Minister for Foreign Affairs states that no proposals relative to the oil concessions for North Persia have been made recently. Present Persian Government considers Khochtaria concession invalid but its confirmation or rejection cannot be definitely determined until the Persian Medjlis has our [has set?] approval upon it. The Foreign Minister believes that Medjlis will be in session within two months. He is unwilling to make any definite statement whatever regarding oil concession and states that matter can only be taken up officially and lawfully after the Medjlis convenes.

Persian Cabinet is still considering the proposed explorations and surveys in North Persia by oil geologists of an American company and definite answer or permission has not yet been given. The Department will be kept informed.
