Your 2885, August 20th, 2 p.m. Before taking the steps you suggest I should be glad to know what reply you wish me to make in case the British or other Allied delegates inquire whether [Page 834] the United States would be willing to pay the expenses of any military assistance that might be sent to Armenia and what are the prospects of the United States accepting a mandate over that country.19 Polk.
