Sir: Referring to my cablegram of this date, 8 a.m.14 reporting the appointment of Mr. A. R. Lamb by the Panaman Government as Inspector General of the National Police, I have the honor to enclose [Page 689] (enclosures Nos. 1 and 2) a copy of the contract made with Mr. Lamb, and its translation.15 The contract was concluded yesterday and Mr. Lamb placed in charge of the Corps. It will be seen that he is constituted as head of the police of the Republic in accordance with the provisions of the new police reform bill, which I sent to the Department with my unnumbered despatch of January 16th 1919;15 that his salary is to be $325.00 per month and certain perquisites, and that in addition to the right reserved to dismiss him for cause, the further right is reserved to dispense with his services at any time by paying as much as three months advance salary, and that his return expenses to the extent of $150.00 must be paid upon dismissal for any reason. The contract is for two years.
