The Chargé in Mexico (Summerlin) to the Acting Secretary of State

1987. Governor Mireles of Coahuila and Roberto Pesqueira Mexican financial agent El Paso offered banquet yesterday to American journalists in Mexico City. Pesqueira spoke saying he quoted words of Luis Cabrera73 and they would be accepted as official. He stated Mexico does not intend to make article 27 of Constitution retroactive; that petroleum, mining and other interests acquired prior [to] promulgation [of] Constitution would be fully respected; that Mexico desires no foreign loan as revenues now sufficient to cover expenditures and it is expected they will increase sufficiently soon to permit payment of interest on foreign indebtedness; that just claims of foreigners and Mexicans for damages caused by revolution would be paid in full.
