The Acting Secretary of State to the Mexican Ambassador (Bonillas)
Excellency: I have the honor to acknowledge the receipt of Your Excellency’s note No. A–4293, of June 12, 1919,31 concerning permission to export from the United States 150,000 cartridges, to be consigned to the Military Commander at Ciudad Juarez, Mexico, for the use of the garrison at that place in conducting military operations against Villistas.
In reply I have the honor to inform Your Excellency that I have requested the War Trade Board to issue the necessary export license without delay, in order that the cartridges mentioned may proceed to Mexico.
