“May 13, 4 p.m. Your May 8, noon.34 The statement that our consuls at Tientsin have almost reached an agreement on the facts is incorrect. The present situation is as follows: Japanese Consul has intimated that apologies would be made if the Americans admitted that American soldiers had probably been in the Japanese concession on the night of March 12. …[”]
