General Gutierrez elected President 76,000 votes to 18,000 votes for Membreño. No serious difficulties occurred during the election. Conditions are quiet. Membreño arrived at Amapala today. I have given my opinion to President Bogran that Membreno cannot now demand the Presidency as Vice President and that Bogran must remain in the chair until formally delivered to President elect. I would like instructions on this subject.
