The Minister in Haiti ( Bailly-Blanchard ) to the Acting Secretary of State

Your February 27, 6 p.m. Legation’s cables January 30, 5 p.m., February 14, 9 a.m., February 20, 5 p.m.53 explained in detail the position taken by the Haitien Government in which treaty officials and I concurred, as to compliance with agreement entered into on January 7th between the Haitien Government and Financial Adviser on the one part and the representative of the Banque Nationale de la Republique de Haiti on the other part, whereby the settlement of account under mutual concession between the Haitien Government and the bank and the plan of monetary reform were to be signed simultaneously, one being contingent upon the other.
Since the above cables, the Minister of Finance has notified the bank in writing, that according to the decision of the Council of the Secretaries of State he was instructed not to sign either of the documents separately.
