The Acting Secretary of State to the Diplomatic Representatives in Central and South America
There appears to have been considerable exaggeration in South America concerning submarine activities off the American coast. The submarines have been operating for a week and have sunk fifteen ships nearly all of which were coastwise sailing vessels. Several ports were temporarily partially closed as a military precaution. The success of the enemy vessels has not been great. There has been no material interruption in commerce nor any whatever in the steady progress of military preparations.
