The Honduran Government is little interested in anything except the regularising of its position as to the alleged sequestration of the German lighters at Amapala1 and the control of the activities of enemy aliens and other suspicious aliens. As to the rest, it is accomplishing its purposes either openly in accordance with the provisions of martial law or surreptitiously, or else it lacks capacity or power to accomplish them.
