I have received with very great pleasure and satisfaction the announcement of Nicaragua’s declaration of war against the Imperial Governments of Germany and Austria-Hungary. Such action against the common enemy of freedom, civilization, and human rights and welfare is the noblest that any nation can take under existing conditions, and is appreciated most deeply by me and by [Page 693] the American people, who are highly honored by your cooperation and that of your friendly and progressive nation.
