Congressional resolution authorizing and Executive decree proclaiming that a state of war exists with German Government, both dated yesterday, published today; officially given out as well, that Germans will not be molested in either person or property. In the-decree it is declared that Costa Rica enters war for principles of humanity. No specific causes alleged. Decrees by mail.1
