Through an entirely reliable propagandist [spokesman?], the Turkish Minister here has conveyed the information that he has been instructed by his Government to see the American representative and to say that Turkish Government is very desirous of renewing friendly and diplomatic relations with the United States. Please instruct. In view of your 22301 I have repeated above to Colonel House at Paris.
