3042. My 2938, October 14.1 From an absolutely reliable source, directly connected with the chiefs of the present German Government, the Legation is informed that the Kaiser’s abdication is imminent. The step will be taken as proof of the sincerity of the new course in Germany on the ground that the Kaiser’s public personality is incompatible with the spirit of the new order. The Crown Prince will also abdicate but the monarchical form of government [will be] maintained.
