The Secretary of State to the Brazilian Minister in charge of American interests in Mexico.

After consultation with Brazilian Ambassador here, it was agreed that this Department would communicate directly with you and that you would reply through your Embassy in this city.
You are authorized to use the 2000 pesos left by the American Chargé and to draw upon this Department for such other funds as you may require.
Your Ambassador here called attention to the fact that the American Embassy having been formally placed in charge of the British Minister could not be delivered over to you without specific instructions. The matter has been brought to the attention of the British Ambassador and he will communicate with the British Minister in Mexico.
