Mr. Secretary of State: I have the honor to acknowledge the receipt of your excellency’s note of the 24th instant, and beg to thank you very much for the arrangements which have been made with the British Ambassador to turn over to our Minister in Mexico the archives and records of the American Embassy.

Assuring you that we lost no time in transmitting your telegram to our Minister there, in our cipher, I request your excellency to accept the renewed assurances of my highest consideration.
