772. We are arranging for turning over archives at Mexico City to diplomatic representative of another nation but arrangements [Page 637] not yet complete. Hope you can remain until instructions can be given. If, however, your safety requires earlier departure, leave Embassy in charge of clerk until instructions can be sent. Say to Consul Shanklin and other consuls that they may leave whenever in their judgment safety requires. Instructions will be sent consulates direct as soon as arrangements can be made for care of records.
Mexican Chargé has just asked for passports and they are being prepared. Please report on Americans there.
