376. Press despatches announce that the Provisional President has issued an order directing, generals to abstain from summary executions. The President heartily approves the action taken. Please convey this information to General Gutiérrez and if you consider the circumstances favorable urge upon Villa acceptance of this order as best means of strengthening Provisional Government.
