Chinese Government obliged to seek abroad for funds for the Hwai River project. It invites American capital and would probably give an option of one year to Americans to raise loan and make contract for construction. The necessity for the work for the safety and well-fare of millions and its soundness as a business investment undoubted. Mr. Jameson will proceed to the United States with engineering plans to assist in making arrangements for capital if the Red Cross is willing to continue support to the extent of endeavoring to interest American financiers and industrials in the taking up this work.
