Sir: Referring to the evacuation of Vera Cruz, I have the honor to enclose herewith translations of two notes which I have received on this subject in answer to my note of November 14.70

[Inclosure 1—Translation.]

Sr. Davalos, temporarily in charge of the Foreign Office, to the Brazilian Minister.

Mr. Minister: I had the honor to receive your note of even date in which you have transcribed a message from the Secretary of State of the United States of America stating the resolution of the American Government to withdraw the troops now stationed at the port of Vera Cruz, said Government having considered as satisfactory the guaranties which the First Chief of the Constitutionalist Army as well as the Military Convention at Aguascalientes have offered.

It is with pleasure that I inform your excellency that I shall immediately bring the above to the knowledge of the First Chief, Mr. Carranza, and no doubt such tidings will be received by him with great pleasure. It gives me real satisfaction to see the able manner in which you have conducted the negotiations started by this Chancellery before the Government of the United States, which have now come to such a successful end.

The Acting Secretary for Foreign Affairs to the Brazilian Minister.

Mr. Minister: It was an honor and a satisfaction for me to receive your kind note under yesterday’s date in which your excellency requests me to convey to the First Chief of the Constitutionalist Army in charge of the Executive of this country, that the Secretary of State of the United States of America informs this Government that the port of Vera Cruz will be evacuated by the American forces on the 23d instant. In advising your excellency that Mr. V. Carranza, in charge of the Executive, was duly informed, I have the honor to reiterate to you what I have said in previous notes, that is: that General Candido Aguilar, Governor and Military Commander of the Port of Vera Cruz, has been duly authorized by the Executive to receive the port, and that he has already issued the necessary instructions to that effect. The First Chief, Mr. Carranza, asks me to present to your excellency his sincere appreciation of the friendly participation which you have had in this affair, which is of such interest to the Government and people of Mexico. Please accept my congratulations for the part which you have represented in the solution of this international case.
