Resulting from conference of General González with the First Chief, the latter has made another proposition. He offers to resign his military command to General González; proposes that Villa resign his to Gutiérrez, and that both himself and Villa retire to Havana by the 25th; the Convention to reassemble in Mexico City and elect a Provisional President for the entire pre-constitutional period; and that Gutiérrez and González shall then deliver to the new President their respective forces.
