Special Agent Canova to the Secretary of State.

President Gutiérrez has just telegraphed Carranza giving him until six to-morrow night as final hour after which, owing to the position of the advancing forces and the expectancy of the country, hostilities would begin, adding that if they did begin it would be chargeable to his obstinacy and the country would hold him alone responsible.

The Convention has appointed a committee of twenty-nine as a Permanent Commission to represent it should sufficient delegates be called to commands, thus breaking quorum.

November 15, 8 p.m.

General Carranza to-day telegraphed President Gutiérrez that he had given General González his definite answer. President Gutiérrez wired González requesting immediate information as to nature of the reply and has just received a telegram in which González states that Carranza has definitely decided to deliver executive power to the Provisional President adding that he, Carranza, and Villa must leave the country immediately. The expatriation feature will likely be unnecessary as the disposition is for complete conciliation by treating Carranza with distinguished consideration upon reaching Mexico.

President Gutiérrez is highly pleased over news contained in the Department’s November 13, 11 p.m.
