Peking, May 25, 1911.

In reply to May 16. Sheng Kung Pao is specially entrusted by Prince Regent with work of improving river conditions in famine district. He will gladly accept offer of Red Cross to furnish American engineer. He hopes the latter will come as soon as possible. He will organize corps of necessary assistants. Situation requires prompt attention.
