Your October 22, 7 p.m. Mr. Silliman’s telegram of October 7, 5 p.m., to Mr. Fabela, is a restatement of the Department’s desires as expressed in its telegram to the Brazilian Minister on September 22, 9 p.m., in which is clearly set forth the wishes of this Government respecting the evacuation. If the Convention has not a copy of the Department’s September 22, 9 p.m. to the Brazilian Minister, Acting Foreign Minister Fabela should be asked by the Convention to furnish such a copy.
