151. I am requested by Vice Consul Silliman to transmit to you the following textual translation of General Carranza’s reply, of this date, to Department’s September 15, 7 p.m.
Please communicate to Mr. Bryan, Secretary of State of the American Union, in order that he may bring it to the attention of His Excellency the President of the United States of the North, that this Government has decided to designate General Candido Aguilar, Governor of the State of Vera Cruz, to proceed thither and receive the port of Vera Cruz, which is incidentally occupied by the forces of the United States of America, and also to appoint the Federal and local authorities that will take charge of public administration of said port.
The Government under my charge sees with satisfaction the decision of His Excellency the President of the United States of America to deliver the city that has been temporarily occupied on account of the lamentable incident between the officials of General Huerta and sailors of the American Union.
