In company with the Brazilian Minister, Mr. Long and Mr. Belt, at two o’clock this afternoon I complied with the Department’s instruction to say to General Carranza that the President is arranging to withdraw the American troops from Vera Cruz. The message gave the greatest satisfaction. Suitable reply is being prepared.
